2501 does not keep configuration

2501, IOS 12.0, config, save and show run: configuration is correct.

Shutdown and restart 2501:

It kept go to the intial config,

all the configuration before was lost.

It is possible that the Configuration register value is set to Ignore NVRAM. Reset this and check
