Bandwidth setting on serial sub interface running frame-relay.

I have a 2620 router with its serial interface s0/0 setup for frame-relay one sub interface s0/0.11 bandwidth is set for 8 and the other sub interface s0/0.12 bandwidth is set for 16. The cir for each pvc is set for 32 and 16 according to ATT, Can this cause slow response issuse problems?

No... the bandwidth value is not used to control the amount of bandwidth available on a link in any way, it is used to calculate metrics in various routing protocols, it is used to accurately reflect the load, and it is reported via SNMP to your device manager to correctly specify your real bandwidth on the link.
