No outgoing call on Channelised E1 after modem reset !!

I am facing a strange problem, whenever the Modem for the Channelised E1 is switched off and back on, all outgoing calls from the CCM stop for a unspecified amount of time it could last from 5mins to 2hrs, after this everything goes back to normal. But during the same period, the incomming on the same E1 line progress with no interruption. Can somebody help with a suggestion ???

Make sure there are no other routes being utilized by checking the routing table during one of these occurrences. Sounds as if a secondary route is being injected, and the original route is not being reintroduced until a timeout has taken place.
