Local Director doesn´t detect a failed server

I have 2 real servers, one as backup of the other. If I stop the web service in the primary server, the LD receives the TCP resets and changes to the secondary server. However, if I disconnect the cable of the primary server the LD is not aware that this server is not "In service" any more and doesn´t change to the secondary server. What can I do?

I have the following parameters: "Assign"= 2; "Threshold"=1
