Time-based ACL applys with delay

Dear Sir!

There are some confusion: when I use time-range for example:

time-range block-traffic

periodic daily 14:30 to 15:30

then time-based ACL apply not at 14:30 exactly, but with delay up to 60 seconds (i.e. 13s or 33s or 53s). Why?

What Cisco command can I use to adjust this delay to 0

I have found only this note for you on CCO:

The time range relies on the router's system clock. For this feature to work the way you intend, you need a reliable clock source. It is recommended that you use Network Time Protocol (NTP) to synchronize the router clock.
