Does the bootstrap IOS provide basic IP configurations or is this what is used for the "options" available when a router is in ROMMON?
Every router I have tested by changing "confreg 0x2101" always goes into rommon mode (it's supposed to load the bootstrap). Router models include, 1721, 3620, 3640, 3662, 2610. Any comments?

The bootstrap only provides functionality to load an IOS-image in the box.
You cannot use the system when in boot-mode. There is no routing functionality and it behaves more or less like an IP host with limited capabilities.
