Of cause you can, just like ospf area x can propagate route to area y. IBGP routes can progagate route to EBGP neighbors. But IBGP will not progagate IBGP routes to another IBGP neighbors unless you use route reflector or confederation. That's the reason why you need to fully mesh the IBGP routers.

Yes, iBGP routes can be propagated to other EBGP peers.
