Can I define time for a user to access the router?

Can I define a time-range to a user so that he just can access the router or switch in a specified time? Thank You!

You might be interested in configuring Dynamic Access lists, along with specifying a Time-range parameter for the access-list, so that the user is authenticated only during the specified time-range.

Set the clock properly on the router/switch, or try using NTP.
