I'm unable to console to a 1604 router. At first , I seemed to have lost my ethernet interface - no ping response. Know I'm trying to access the router to see what is going on and I can't. It will not allow me to console into it.

Check that the settings of your terminal match those configured on your console port. Usually they are 9600 bps, 1 stop bit, no parity, no flow control.
If this doesn't help examine the router's leds. You must have the power and system led always on.
If the system led is flashing then the router is either booting or, if it's flashing for a log amount of time, it has a problem oading the IOS from flash.
Also you can check that the PCMCIA flash card is seated corectlly.
Anyway, if the terminal settings match the console port you should see something like:
System Bootstrap, Version 11.1(19)AA, EARLY DEPLOYMENT RELEASE SOFTWARE (fc1)
Copyright (c) 1998 by cisco Systems, Inc.
C600 processor with 16384 Kbytes of main memory
on the terminal.

found the problem, incorrect pin-out on the console adapter.
thank you guys for you help
