Constant Dialback problem

I have a 3640, IOS 12.2.12a and every now and then I get a user calling me for help as they are being dialled back continueously every minute even when there is no PC attached to the phone. The dialer shows a huge number of failed attempts. The only way I can find to stop this is to shut the interface and later reload the router.

This is very frustrating, does anyone have any ideas?

I assume that 3640 is calling back to the users right. We need to see the running config from 3640 router. Also you can turn on "debug dialer" to see which traffic is triggring the line for callout. So turn on following debug and post it here with running config.

debug dialer

debug isdn q931

Here are the relevant parts of the config and debugs. We now have 3 users with this problem and the only way to stop it is to shut the Async port, but as soon as I open it then it starts dialing again. The only way to stop it semi permanently is to reload the router.

It looks like broadcast traffic from the loopback, but why does it only happen now and then?
