QOS strategy for reserving bandwidth

I'm looking for some ideas, links, or config examples for a Qos strategy for the following scenario:

I have (2) 7206VXR routers each with a PA-T3+ terminating a point to point DS-3 between them. I want to dedicate 15Mbps of bandwidth to a particular application traffic type(lets use HTTP as an example), no less, no greater than.

I would like to use the remaining bandwidth of the DS-3 for all other traffic.

Probably you could go with rate limiting or generic traffic shapping technique. In these techniques, you can reserve the required amount of bandwidth for your application. This reservation is fixed for that application and remaining available bandwidth can be utilized by other traffic.
