Getting error with Unity 4.x permissions wizard

Trying to run the permissions wizard for 4.x and getting the following error:

The account you are logged in as does not have permission to Act as Part of the Operating System. Grant this privilege. log out, log back in, and re-run the Permissions Wizard.

Ther are one or two permissions issues fixed.
