uni-version on RPM-PR

I am trying to configure my RPM-PR on an MGX8850 (with PXM1E) to act as an arp-server, but am having problems. The uni-version defaults to 3.0, but I want it to be 3.1. This can only be done by shutting the interface, but it will not allow me to shut the switch1 interface.

Does anybody know how to get around this problem (an example config for an RPM-PR would be handy!)
