Load balancing on static routes ............

If I have two static routes to the same destination, will the router balance the load on the two routes by default ?

If load-balancing will happen by default, how can I disenable load balancing ?

Can I make one as the primary link and the other as secondary link ?

Also can I make configure the secondary link to kick-off once the primary link is used to 60% or 70% of its capacity ?

YES..router will always load balance traffic between two equal cost path to same destination.

to disable that, increase the metric on one of the route so that first route will be used always first.

You can use backup methods for primary link to activate the backup link once primary link fails or load balance one certain load on primary link.

You can use "backup interface " command with "backup load-threshold x y" command for that. Here is link which will helpyou for that
