Call Forward on WAN failure

I have a centralized deployment model running Call Manager 3.2.2c and Unity 3.1.3. All 22 sites are tied into the central site via frame relay. All remote sites have their own PRI for inbound/outbound calls and a 3745 with SRST and DSP modules for audio conferencing. When I have a WAN failure for one site, the remote site's phones register with the 3745 and inbound/outbound calls for that site via the PSTN work fine. However, if someone from another remote site (or the central site) calls a phone that is on that failed remote site, the call goes directly to voice mail. I assume this happens because the the phones are no longer registered with the centralized CallManager (they are using SRST) and the CallManager defaults to the busy target of the phone which is Unity. Is their a way that I can specify an "on failure" target (like within a CTI route point) so that the calls get forwarded via the PSTN with the appropriate dialed digits during a WAN failure?
