No, clustering is only for the stackables, so Cluster Management Suite only supports those platforms.
CMS is embedded in 2900 XL, 2950, 3500 XL, and 3550 switches, and can manage a mix of these plus the 1900/2820 switches. But only those.
However, even though the chassis-based switches don't do clustering, the do have WUIs (web user interfaces), though some of them only in the most recent versions.
