Bandwidth measurement

Site A and Site B are connected by 100Mbps FreeSpaceOptics (laser link) using Cisco7206 router at both ends. Implementation of Laserlink is a new setup. Previous setup for connecting this WAN link was just using leased line. TTCP (from Microsoft) and IPerf bandwidth measuring tools were used to verify the true throughput of this newly installed Laserlink. From SiteA to SiteB through Laserlink (without going through routers), it registered 90+Mbps. So this seem fine. But when measured from SiteA to SiteB through Cisco 7206 router, the measuring tool registered 30-40Mbps.

Does anyone know why and if this is normal or abnormal? Thank you.
