question with callmanager installation on other hardware

when i completed the cmm 3.1(4b) installation,found the callmanager services not working,

here's the log form event viewer:

Is it an upgrade or a fresh installation? If it is an upgrade then the error can occur if something goes wrong during installation or it gets installed with errors. In this case, you might need to un-install and then re-boot and then re-install the CCM again. If it is a fresh installation, then I wonder what might have gone wrong.
