I have found numerous cli - commands on gateways to deny inbound calls on voice gateways in dial peer config mode . What if you have a PRI , and you have say 3 numbers out in the PSTN world that you want to deny calling your DID range , has anyone done this on a gateway or via call manager ?

It isnt possible yet to route/block calls based on calling number in CM.

How about on the gateway , if it can't be done in CCM - their are multiple commands for this , but all are related to being in dial peer config mode , if you have a pri with mgcp configured gateway , where would you resrict inbound calls from ?

MGCP mode is the problem. In this mode, the router is a dumb client and CM tells it everything to do.
If you change to H.323 mode, you can use the dial-peers as you mentioned.
