SDM on 1720?

I loaded SDM on a 1720 router with 12.3 IOS. According to the link below, these routers are supported. I have enough room in flash as we upgraded the boot roms that support larger flash sizes. Problem is when I http to sdm it loads then stops and says its not supported. Are you kidding me?

SDM is not supported for Cisco 1720.
