CCITT u-law playback format missing on PC

We are on Unified Messaging (Unity 4.0.3) with Exchange 2000. The playback applet for Outlook is installed and works on two laptops with one exception. When the user selects the laptop speakers as the playback device, it doesn't work. We discovered that checking the properties of any sound file on that users pc, using 'Sound Recorder', reveals the CCITT u-law format option is missing. The voice mails are in CCITT u-law format. If the pc doesn't have this 'codec', then it will not play. How do get this format onto the PC and where do we get it?
