Garble Voicemail Messages

Running Unity 3.1.6 in a dual integration model. We have voice calls coming in from outside the Company on the PSTN going through VG-200 gateways in to Call Manager. The voice mail messages have started to experience issues of being choppy and/or dropping sylables. Does this sound like a gateway issue, or should I be looking somewhere else. Thanks in advance for any help!
