I want to setup two DHCP servers, one primary server that will service the branch offices and the second server as a backup server for the branch offices. I need to clarify how multiple IP helper commands are used, if a PC in a branch office broadcasts for an IP address will the router send the request to both DHCP servers at the same time or will it send the request to the IP address of the first ip helper command and if there is no response then send the request to the IP address of the second DHCP?

The way I understand it, is that the router will relay the DHCP request to both servers at the same time. The router will then forward the response from the first DHCP server that responds. It will drop all other responses.
I could be wrong, it has been a while since I took a case on the issue. During your testing, use the "debug ip dhcp " events command to verify what happens.
