It may sound simple, but do you have "logging console debugging" enabled in the config. If you do, it may be worth trying "logging buffered 40960 debugging" and see if the Q.931 messages end up under "show log"

Another silly thing to check: Make sure you are using ISDN. I spent about 20 minutes trying to figure out why I wasn't getting q931 debugs before I realized I was using an E&M CAS trunk.
