IP CEF and Service-policy

I am using the cisco 2651 router and trying to change the DSCP number. To attach the policy-map to an interface I must have ip CEF running on the router. I have multiple sites and when I turn on IP CEF at one site that site will stop communications with sites I have not changed to IP CEF. Is this the way IP CEF works?

It's not supposed to work that way. If you post some configs someone may be able to come up with a theory on why this is happening.
