For the E-DSS1 you'd use switch type basic-net3.

Can a PRI interface be configured for Basic-Net3
I know this id normally a BRI switch type.

It should be able to be configured. It is not a BRI only switch type. According to Cisco this is what basic-net3 is for. To verify you could call your provider for more info.
basic-net3 NET3 ISDN and Euro-ISDN switches (UK and others), also called E-DSS1 or DSS1
