Port-based bandwidth management

We have an ISP customer that wants to provide Internet access to an adjacent building with multiple tenants. There is already an inter-building conduit, so Ethernet speeds can be provided inter-building. The ISP wants to provide WAN-speed bandwidths (in 64Kb increments) to each tenant.

What router would be best designed for this functionality?

Also, how will this be accomplished?

Since its a LAN-LAN connectivity between 2 buildings say B-1 & B-2, I wouldnt go for a new router to place at the tenant building(which would be a costly affair). And as far as I know, ratelimit/switch port is max you can restrict up to 1Mbps from 100Mbps. Only one alternative I think is, assuming there is a router at B-1, we can apply rate-limit commands with access-groups to restrict each tenant to 64Kbps.
