release complete or not release complete over h225

we have two Siemens PBX connected via two C7206+VXC Modules over QSIG.

the problem is now that if the PBX 1 send a Disconnect with

Apr 19 01:01:47.566: ISDN Se3/0:15: RX <- DISCONNECT pd = 8 callref = 0xD8ED

Apr 19 01:01:47.566: Cause i = 0x809F - Normal, unspecified

the router do not send a release complete over h225 to the other Router.

the same router send a release complete over h225 if

Apr 19 01:02:02.406: ISDN Se1/0:15: RX <- DISCONNECT pd = 8 callref = 0x0031

Apr 19 01:02:02.406: Cause i = 0x8090 - Normal call clearing

received from the same PBX

is this normal and if why, and if no what can i do that ist works ?

Try resetting the serial interface by shut and no shut. Or reload could release some of these states. This could solve the issue.
