"System Init: Insufficient Memory" problem

I recently installed one Cisco 1711 and two Cisco 831 routers. Every time I boot them I get the error: SYSTEM INIT: INSUFFICIENT MEMORY TO BOOT THE IMAGE! and the routers boot process is started again. This happens every time, either during a cold boot or a reload. Once the router reloads/boots after the memory error, it then loads/boots again and operates normally. The Cisco 1711 router is running IOS version: c1700-k9o3sy7-mz.123-8.YG2.bin, while the Cisco 831 router's are running c831-k9o3sy6-mz.123-8.T11.bin. The memory in both units are as follows:

Cisco 1711

Can anyone tell me why this is happening? I included two attachment files,one for the 1711 and one for the 831 router. Both show the boot sequence and what happens. I also include router crash dump from the 831 router.

Yep.. just upgraded to c1700-k9o3sy7-mz.123-8.YG3.bin" and see the same thing.
