Is this a valid design? Any implementation issues to look for? If this is not possible please suggest a workaround. Thanks.
CTI RP (DN1000)-> Unity CallHandler:
Press 1: -> Rings Hunt Pilot DN2000-> Hunt Group members-> No answer - Leave VM at subscriber DN2001
Press 2: ->Rings Hunt Pilot DN3000-> Hunt Group members-> No answer - Leave VM at subscriber DN3001

It will work. When you say "No answer" I hope you do not mean callForwardNo answer on any of the hunt list memebers? You need to create either a dummy phone or cti port or cti rp with vm profile that has 2001 or 3001 set as the vm mask, and that the phone/port has forward all to voicemail checked, also make sure to check the "always route member" for this port under hunt list members.

To handle hunt list No Answer should I create a hunt group with CTI RP that point to 2001 vm mask and put in the same hunt list? Or is there a better way to hand this?
Thanks.

That is the correct way to do this.
