Setting up voice Lab with 2621 and FXS but voice port stays offhook

I am working on setting up a lab environment with ITS and CME with a 2621 router running 12.3.8T with FXS ports. However as soon as I connect the pots line and do a sho voice call, I can see the following;

vtsp level 0 state = S_WAIT_RELEASE_RESPvpm level 1 state = FXSLS_OFFHOOK_

ALERT

vpm level 0 state = S_UP

The line will eventually go to park status. I tried different signaling, both loopstart and groundstart. I even tried disconnect-ack and connection plar. I am sure I am missing something simple. Does anyone have any thoughts as to what I am missing?

If your are having FXS port problems you may want to check your phone cord. I had an issues last week on an FXS card using a 4 wire phone cord. I replaced it with a 2 wire (2 centre pins) and the issues went away.

This was using a VIC2-2FXS.
