1. Go to Callmanager - Service - Service Parameters. Choose the CM and Cisco Callmanager service. Change the parameter "Station Keepalive Interval". Default is 30 s, you can change it to as low as 10. Just a side note, that reducing KA can cause lot more traffic on the network (more frequently)
2. I think your dial-peers are matching T pattern which waits 10 secs after the last digit you dial, before sending the digits to PSTN. YOu can change it using timeout interdigits command under call-manager-fallback mode.
