As examples:
-- Device/Phone Reset/Restart does not reset the device
-- CFwdAll does not work via softkey or ccmadmin
-- Changes to translation and route patterns have no effect.
We can make and receive calls. Phones are registered to publisher. No relevant errors in event logs.
Need some help on how to fix this without service interruption....if possible. What service(s) controls these functions ??

Has this been working before ?
Did you upgrade the system from an older version to 4.13 recently ?
What was the most recent changes/patches/updates you did on the system ?

Yes it has been working since we installed (new) 4.1.3 in mid-September. There have not been any patches/updates or other config changes since the end of September.

I do have a subscriber clustered over a WAN link if it makes a difference. The problem exists at both locations.
The subscriber's event log does show the Call Manager service terminated yesterday afternoon but restarted automatically.

Looks like we have DCOM error. Can not stop or restart the DB layer monitor, and receive error 7ff8fbdb attempting stop.
Don't know if it's root cause...trying to avoid a reboot.
