We have a QSIG connection between a Nortel PBX 61C and a Cisco router 26XX (IOS (tm) C2600 Software (C2600-IS-M), Version 12.2(15)T11, RELEASE SOFTWARE (fc2))
When calls are setup from Nortel to Cisco a tromboning effect happens. For sone call it uses more than one channel. Sometimes even up to 10.

You have a call routing loop. Inbound calls from the 61C are matching a dial peer that is sending them back to the 61C which routes them back.
Post your dial plan info (what DN ranges are on each side) and your dial peers. You may just need to make your POTS peer more specific.

I made my POTS more specific and it worked.
old situation:
dial-peer voice 1 pots
destination-pattern ....
dial-peer voice 100 voip
destination-pattern .....
new situation:
dial-peer voice 1 pots
destination-pattern [3467]...
dial-peer voice 100 voip
destination-pattern .....
