it looks like a provider problem, possibly, the line doesn't support 64K. You might want to try and add 'speed 56' to your dialer map statement (if you use legacy DDR), or a dialer class specifying the speed 56 (when you use dialer profiles). Also, can you post the configuration of both routers ?
