AFAIK, Cisco does use the term NSF to refer to Graceful Restart capability.

By graceful-restart, if you are referring to hitless upgrade, IOS modularity then it is not. Following page should address your questions on IOS modularity.

Other vendors have gracefull restart capabilities
is the NSF the same capabilities ????
