Bandwidth limiting on 1841

I am thinking of using a 1841 at an Muli-tenant building and offer different tiers of service. Can this router limit bandwidth ingress and egress per ip address?

Yes, it can but how many such IP addresses do you want to limit the bandwidth for ?

There will be close to 40 tenants and each will have a static public ip address. I will have 2 plans- 5 meg and 10 meg- and charge accordingly.

You can do that by using class-based policing/shaping by matching on an access-list for each static IP.

So I can't say ip address 192. gets 5 megs and so on?
