I have a network setup with Cisco C3500 switches and Cisco C3750 switches. To enable multicast control does it have to be enabled on every VLAN as well as the main VLAN. How do I enable it on the C3750 stack to control my multicast traffic.

For all multicast routing protocols, the entire switch stack appears as a single router to the network and operates as a single multicast router.
