I am trying to simulate calling card scenario in my lab using cisco prepaid tcl script. Want to use Cisco ACS for authentication.

Can some body please, let me know steps I need to take in the radius (ACS) to set up user/pin etc for this application ? Thanks!

Do i have to create ANI as user in radius and PIN as password ? assuming i use radius database and not external one.

You can use the appropriate TCL script to have the ANI sent as a username (+ some fixed password):)
