FXS controlled MGCP shows shutdown

CallManager 4.1(3)SR2

IOS 12.4(4)XC2


VWIC2-4FXS have "shutdown" under voice-port 0/x/x on all 4 ports. Happened in two seperate sites, no shut fixes, but what caused the voice-ports to "shutdown" ?

I ran across this elswhere, for example a T1 CAS would show all channels seized, fix was to replace the PVDM2, appears some left the factory bad. This doesn't match my symptoms.

I am seeing this on an MGCP controlled Fractional T-1. the shutdown command will re-appear upon reboot. Router is a 2811 with an NM, IOS is advipservices 12.4(3d) and the card in question is a vwic-2mft-t1. interesting. Of course, there are the fractional T-1 caveats, but I don't think that's my cause.

Happened again today at another site, FXS shutdown, had to reset gateway in CCMAdmin as well. Wasn't a power loss.
