if I have a pc on my network work say 172.17.51.1/24 and the other on 172.17.51.10/16, will they need a router to talk to each other ?

In short the answer to your qtn in 'No' if both the hosts share a common communication segment. So, a router will not be required.
The reason for this is that 172.17.51.1 and 172.17.51.10 both fall into the subnet range of /24 and /16.

So the first subnet is 172.17.51.0-172.17.51.255 (including subnet network address and subnet broadcast) the second subnet is from 172.17.0.0-172.17.255.255.
If the two PC directly connected via crossover cable (or connect to the same LAN segment) and the second PC has address from the first IP range (not the same as the first PC) they can communicate without router.
Anyway the two IP ranges are overlaped each other as you can see above!
