I have the following setup using ip sla and wondering if someone can just confirm this is working as I understand it.
ip sla 1
icmp-echo 217.32.69.243 source-interface FastEthernet0
timeout 1500
threshold 2
frequency 3
Does this mean timeout 1500 which runs every three seconds? I'm a little unclear on what the threshold means.

Hello,
The timeout is in milliseconds. It means when to consider the ICMP timed out. In your case the timeout is 1500ms. That is, if the router sends an ICMP-echo to the remote IP and does not receive a response within 1500ms then it considers this as timed out.

THe threshold is optional and does not have real impact on your target. However, it affects statistics calculation. Below is a link for SLA ICMP
