The message may not actually be sent out on the wire due to the underlying network not yet being initialized (i.e. spanning tree, route convergeance, etc.). Check your syslog_info (Solaris) or syslog.log (Windows) to see if the messages are actually making it to the server. If they are, then SyslogCollector and/or SyslogAnalyzer debugging may be required. If not, then they are most likely being generated before they can be encapsulated on the wire.
