Campus only shows the discovered network devices like routers switches accesspoints etc.
I shows their status as green or red based on the result of the last data collection.
This means it could be status of an hour ago.
Depends on how ofter you let campus do a collection.
if by refresh you mean running a datacollection then yes it shows you the status of that collection.
