I need an RTP Server for Windows to stream a .RAW file

I have searched around all day trying to find something to stream a RAW file using RTP.

I can (or appear to be able to) tell the phone to start an RTP receive but I can't even tell if it is working because I have nothing to send the stream with.

Is there any simple tools available that will send the stream?

I do not want to buy a 3rd party product to do this.

You can use VideoLan : http://www.videolan.org

It's a player and a streaming server.

Have you ever used it to send a stream using RPT multicast?

I am having trouble and I am doing the following:

1) Select File-Open and select a RAW file that I have saved in G.711-uLaw

2) Under the Advanced Options in the open dialog I select Stream/Save and click on settings.

If I select RTP the encapsulation method for RAW goes away and the only option I am left with is MPEG TS which I assume will not work for me since the CISCO 7960 wants RAW.

Have you used this tool to have the phone read the stream?

I am stuck....

Any help appreciated!
