We're using CallManager 5.0.4. How can I ensure extension mobility users always use local gateway for all outbounds calls when roaming between sites?

Leave the CSS restriction at the device level. Dont set any CSs at line level. When he roams between sites, the local device CSS will be used for all outbound calls.
