You can do this with Sound Recorder in Windows.
When you go to save the file click on the Change button next to Format. Select CCIT u-Law from the drop down.

Audacity is available at sourceforge. It's freeware. http://audacity.sourceforge.net. Once you have it ripped to a wav file, you can use the Sound Recorder utility in Windows to convert it to CCIT ulaw. You should be able to convert it with Audacity as well. Also, you may want to check with your company's legal group first. If the music you are ripping is not royalty-free, it may carry some consequences.
