No calls outside using CCM 4.2 and mgcp gateway 2821

I have a CCM with route pattern 9.XXXXXXXX, partition local,using gateway: a port ISDN PRI,and Discard Digits: Predot.

I tried with a call but it doesnt get through.

On the gateway I ran debug isdn q931 and I received:

I already checked the isdn codes 0x859C, I supposed need a access code to get the call through but I already configured on CCM.

Your Telco is dropping the call, you need to call them and ask them what exactly they need to receive, it could be that they need 10 digits on the Calling Party Number or 10 digits on the Called Party Number, it could also be that they need to receive the Type of call as National or other setting. All of this can be configured in CCM to send the correct information but you need to ask them what exactly they need to receive.

yes, as mentioned in previous reply you need to check with telco wht exactly they are looking for because u r recieving the disconnect from telco for that you can share the same debugs with them.
