acl-drop flow is denied by rule.. I dont understand why

I am trying to allow ip 162.213.47.1/24 and Ranges below.

162.213.47.1/32

162.213.47.2/31

162.213.47.4/30

162.213.47.8/29

162.213.47.16/28

162.213.47.32/27

162.213.47.64/26

162.213.47.128/26

162.213.47.192/27

162.213.47.224/28

162.213.47.240/29

162.213.47.248/30

162.213.47.252/31

After setting up the rules I can that I am getting hits so data is moving. However when running a packet trace the acl-drop is denied by the #13  configured rule. I dont understand why my rule isn't working. It should allow those IP's to pass data to our side.

can you  share the running

can you  share the running config ... it's looking your rule is incorrect
