Each administrator session needs his own management port. So if you limit in the access policy the port range to only one port, then only one admin can login at a time. Open the port range to at least the number of concurrent administrator sessions and you're fine. And don't forget that some sessions might be interrupted and therefore blocking the port until they time out. So add some ports as spare.
